Expressions of Interest
The Ministry of Economic Development has received financing from the World Bank
toward the cost of the Integrated Solid Waste Management (ISWM) project, and
intends to apply part of the proceeds for consulting services for the
International Monitoring and Evaluation Expert. The delivery period is 18 month.
The primary objectives of the Project monitoring and evaluation (M&E) system
are:
1) Provide Technical Assistance and develop M&E capacity within the MED;
2) Monitor implementation and track progress toward the achievement of project
objectives;
3) Assess outcomes and the effectiveness of project interventions;
4) Contribute to the empowerment of primary stakeholders by promoting
participation in monitoring and evaluation.
It is intended that the M&E system will provide data to facilitate key
operational and strategic decisions in terms of project planning, provide
insights on achieving better results.Project monitoring and evaluation (M&E)
system shall be referred to the Results Framework and outcome indicators
outlined in PAD of the project.
The profile of the International Expert is as follows:
M&E consultant should have university degree, preferable at masters level or
equivalent and at least 5 years of experience in international development
programs/projects, with expertise in monitoring and evaluation. Consultant has
to have an experience in designing, building and implementing M&E systems for
development programs, including the experience with sole responsibility.
Consultant should possess sound Information Technology (IT) and data analysis
skills.
M&E consultant should have the following expertise:
• Statistician, survey design or other social science specialist who can design
the M&E program and provide guidance on methodology.
• professional with background in M&E who can facilitate and supervise the
implementation of the M&E process including participatory monitoring and
evaluation and special studies
• team player, with very good interpersonal skills and ability to establish and
maintain effective working relations with people in a multi-cultural,
multi-ethnic environment with sensitivity and respect for diversity.
• Advanced English writing and communication skills.
The Project Management Team (PMT) now invites eligible Experts to indicate their
interest in providing the technical assistance. Interested Experts must provide
Curriculum Vitae’s. A consultant will be selected in accordance with the Section
V, Individual Consultant selection procedures set out in the World Bank’s
Guidelines: Selection and Employment of Consultants by World Bank Borrowers
(May 2004, revised October 2006 and May 2010 edition).
